I am having the same issue when I try to login to my account. On one computer, I have no problem logging in; on the other I am getting the "server did not respond message". Both computers on same network. I do not have any firewalls enabled on either computer.

We were using SQL Server Express. After some Googling it appears SQL Server Express does not support SQL Server Agent. I didn't find a direct piece of Microsoft communications stating that SQL Express doesn't support SQL Server Agent, however this sentiment seems to be echoed across many forums.
