I don't know what TV model you have, but typically this problem is caused by having the picture mode set wrong. On Samsung TVs it's often called Picture Size, in others it's called Aspect Ratio.

But… If you just want to cast from your phone to your laptop using the Chromecast feature, you can install the Google Classroom app in your laptop's Chrome browser. The phone's Hulu app's top-of-screen Chromecast icon/button was missing. I checked my other apps and found that these Chromecast icons were also gone. I checked my Google Home app. The app found my Chromecast device but there was some cryptic message about some functions were not fully working. I rebooted both my phone and Chromecast dongle
